There is no chance for the dollar to rise against the ruble. An illustrative example — today oil falls by 6% — ruble stands still. In times of panic 2014 the ruble would have been devalued by tens of percent long ago. But now the ruble is completely different from what it was four years ago..
Soon oil will begin to correct upward and the dollar will fall to 60 rub / dollar.
